הזמנה להציע הצעות בהליך מיון מוקדם להשתתפות במכרז לרכישה, תפעול ותחזוקה של מתקן לשריפת פסולת מסוכנת בנאות חובב
החברה לשירותי איכות הסביבה בע"מ ("החברה") היא חברה ממשלתית שאמונה על טיפול ופינוי פסולות מסוכנות המיוצרות בישראל, תוך שמירה והגנה על הסביבה.
החברה מזמינה מציעים, מישראל ומחוץ לישראל, להשתתף בהליך המיון המוקדם (PQ) במכרז לרכישה, תפעול ותחזוקה של מתקן קיים לשריפת פסולת מסוכנת אשר ממוקם באתר החברה בנאות חובב והוא בבעלות ומופעל כיום על ידי חברת אקוסול – פתרונות אקולוגיים ישראל בע"מ.
יצוין כי בשנים 2019-2021 המתקן טיפל בכ 40,000 טון חומרים מסוכנים בשנה, וקיבל מהחברה עבור הטיפול הכנסות בהיקף של כ 60 מיליון ₪ בשנה.
המכרז הינו לתקופת התקשרות של 15 שנים עם אופציה לזוכה להארכת ההתקשרות ב-5 שנים נוספות יתר התנאים וההוראות, יפורטו במסמכי המכרז.
המכרז כולל שלב מיון מוקדם. כל מציע המעוניין להשתתף במכרז נדרש להגיש הצעה לשלב המיון המוקדם.
מציעים אשר ישתתפו בהליך המיון המוקדם ידרשו להוכיח את עמידתם בתנאי סף, הכוללים תנאי סף מקצועיים אשר דורשים ניסיון בתפעול ותחזוקה של מתקנים רלוונטיים (בעצמם או באמצעות קבלן משנה מהותי), הוכחת איתנות פיננסית ועמידה בתנאי סף כלליים, והכל כמפורט במסמכי המיון המוקדם.
רק מציע שיעמוד בדרישות שלב המיון המוקדם ייכלל בקבוצת המציעים הסופית ויהיה רשאי להגיש את הצעתו המלאה למכרז בהתאם למסמכי המכרז שיפורסמו.
מסמכי המיון המוקדם מפורסמים באתר האינטרנט של החברה (בתחתית עמוד זה). מציעים המעוניינים בכך יהיו רשאים לעיין במסמכי המיון המוקדם גם במשרדי החברה בת"א, בתיאום מראש, בין השעות 14:00 -9:00.
ההשתתפות בשלב המיון המוקדם כפופה לתשלום דמי השתתפות, שלא יוחזרו, על סך של חמישה עשר אלף (15,000) ₪. אופן ביצוע התשלום מפורט במסמכי המיון המוקדם.
המציעים רשאים לפנות אל ועדת המכרזים של החברה בבקשה לקבלת הבהרות בקשר למסמכי המיון המוקדם,במייל Michrazim@escil.co.il בהתאם לפורמט הנדרש במסמכי המיון המוקדם, עד ליום 9 מרץ 2023 בשעה 24:00.
המועד להגשת הצעות בהליך המיון המוקדם נדחה, התאריך החדש הוא ביום 17 במאי 2023 החל מהשעה 9:00 ולא יאוחר מהשעה 14:00.
את המסמכים יש להגיש אך ורק בתיבת המכרזים הממוקמת במשרדי החברה ברחוב יצחק שדה 40, קומה 4, תל אביב, ושם בלבד.
התאריך האחרון לתשלום על השתתפות במכרז נדחה, התאריך החדש הוא ביום 24 באפריל 2023.
מובהר כי המידע האמור במודעה זו הוא כללי ומצוין באופן חלקי בלבד. תנאים נוספים, דרישות והתניות מפורטים במסמכי המיון המוקדם. משמעותם של מונחים ומושגים במודעה זו תהיה בהתאם למשמעות המיוחסת להם במסמכי המיון המוקדם.
מובהר בזאת כי בכל מקרה של סתירה או אי-התאמה בין הוראות מודעה זו והוראות המצויות במסמכי המיון המוקדם, תגברנה ההוראות המצויות במסמכי המיון המוקדם.

INVITATION FOR PRE-QUALIFICATION TO PARTICIPATE IN A TENDER TO OWN, OPERATE AND MAINTAIN A HAZARDOUS WASTE INCINERATION FACILITY IN NEOT HOVAV INDUSTRIAL AREA, ISRAEL
The Environmental Services Company Ltd. (“ESC”) is an Israel government company which provides local hazardous waste treatment and disposal services, while carefully protecting the environment.
ESC hereby invites local and international bidders to participate in the tender process for the purchase and operation of an existing hazardous waste incineration facility located at ESC’s premises in Neot Hovav Industrial Area in Israel, and currently operated and owned by Ecosol Ecological Solutions Israel LTD.
It is noted that in the years 2019-2021 the NH Facility treated around 40,000 tons of hazardous waste per year, receiving from ESC an annual revenue of around 60 Million NIS per year.
,The term of the agreement is 15 years plus the successful bidder's option for an extension of the term by 5 additional years, other particular terms and conditions shall be detailed in the Tender Documents.
The tender process shall commence with a Pre-Qualification Stage.
The Pre-Qualification Stage shall shortlist Participants based on threshold requirements of professional experience in operation and maintenance of relevant facilities (by themselves or by a Major Subcontractor), financial robustness, and general requirements, all as detailed in the Invitation for Pre-Qualification. Only Eligible Participants which successfully passed the Pre-Qualification Stage will be invited to submit a Bid in the Tender Stage.
The Pre-Qualification Documents may be downloaded at the bottom of this webpage, and can also be viewed at the offices of ESC between the hours of 09:00 and 14:00 (by appointment)
The participation in the Pre-Qualification Stage is subject to a non-reimbursable participation fee of fifteen thousand (15,000) NIS which payment method is detailed in the Invitation.
Participants may raise questions and requests for clarifications or interpretations to the Pre-Qualification Documents, in writing to email address: Michrazim@escil.co.il by no later than March 9 2023 24:00 local time, in accordance with the instructions of the Invitation

The Pre-Qualification Submissions date was postponed, the new date is May 17th 2023 between 09:00 and 14:00 local time to the Tender Committee in the allocated tender box, to be placed at the ESC offices: Yitzhak Sadeh 40, Tel-Aviv (4th floor)
The final date for the payment of the participation fee was postponed, the new date is April 24th 2023
It is explicitly clarified that this notice contains general and partial information only. Further conditions, requirements and stipulations with respect to the Pre-Qualification Stage are detailed in the Invitation for Pre-Qualification. Any capitalized terms in this notice shall have the meaning ascribed to such terms in the Invitation.
In the event of discrepancies between any of the provisions of this notice and any of the Tender Documents, the Tender Documents shall prevail.
